With all of the pressing issues facing Californians, like the plugging the budget deficit, reforming education or repairing the highways and bridges, lawmakers would be better off spending their time on more meaningful problems, but they're currently targeting the helium-filled foil balloons that kids love.

This legislation is being proposed even with laws already in place to keep balloons from drifting into the sky.
